The the government is operating under a temporary spending measure that runs out on December 8. That means that the White House and Congress must come up with a new budget to prevent a government shutdown after that date. Traditionally, the budget is passed in the spring.
On Thursday, the House of Representatives passed a budget resolution with support largely along party lines in a vote from 219-206. Given the timing, it may well be that this is the base of a future budget.
According to The Hill, “This budget includes trillions of dollars in spending cuts over a decade, including from programs such as Medicare and Medicaid, but does include enforcement mechanisms to enact those plans. The budget outline, for example, assumes the adoption of a House-passed ObamaCare repeal bill that has not advanced.” Furthermore, this budget provides instructions for 203B in spending cuts from welfare programs in areas such as nutritional assistance and education.
